A)   Founding member of the Conselho Ambiental Consultivo da ABIQUIM-Atuação Responsável for the Brazilian Chemical Industry Association.

 

B)   Founding member of the Conselho Superior Ambiental of the independent auditing and certifying company TÜV Rheinland, Brazilian Branch.

 

C)   Independent environmental and development advisor and auditor for the regional sustainable development of Baixo Sul da Bahia region, and elaboration of English language reports for the BID-Interamerican development Bank, and BNDES, a work done for partnering foundations and for the TÜV-Rheinland.

U)   Member of the Technical Chamber of CONAMA – National Environmental Council, with the support of its president, Mr. José Vieira Nascimento, representative of CNI, issuing, as an innovation, the seals of environmental responsibility in Brazil, during the preparatory meetings for the ECO-92-RIO-UNCED.

 

 

V)  Still with CONAMA, collaborated to the concept of Decree 750, protecting the Atlantic Forest, and to the publication of Resolution 237, regulating the competencies for environmental licensing. Member of the CONAMA Task Force for the Integration of Environmental Responsibility for the Petroleum Industry in Brazil, a joint effort between the Ministry of Environment, Ministry of Mines, Petrobras and IBAMA/CONAMA.

 

W) Coordinated the State Program of Forestry Development and the State Plan of Conservation Units, coordinating the installation and follow-up of twenty-three advisory councils for the management of Environmental Protection of the state of Bahia.  

 

X)   Founding member of the CONAFLOR - Conselho Nacional de Florestas, Ministry of the Environment, of Brazil,, having supported the national forest regulation.

 

Y)   Seminars and studies in the Foz do Iguaçu-Itaipu Lake region, with the support of the Municipal Municipality of Foz do Iguaçu, aimed to the viability of a regional development plan with increased environmental security for the basic electric sector, employing Regional Foresight and Regional Prospective Technology.

A)   Government of the State of Bahia.*   (1988 to 2007).

·       Superintendent of Biodiversity, Forests and Preservation Units of the State of Bahia (2003-2007).

·       Revision of the law of biodiversity, forests and preservation units.

·       Conception and consolidation of the parameters for the policy of sustained spatial development, allowing for the implantation of touristic-hotel poles of the north and south coastlines of Bahia.

·       Responsible for the protocols of cooperation for entrepreneurial support to the regional ecologic corridors of the Atlantic Forest (Costa dos Coqueiros, Baixo Sul and Baia de Todos os Santos).

·       Coordinator of the actions or regional planning and APAS implantation, composing the most extended protected area among the Brazilian states – 11% of the territory of Bahia, aimed to sustainable development.
    

B)    State Coordinator of Science and Technology (1999-2003) of SEPLATEC – Secretary of Planning, Science and Technology of the State of Bahia.

·       Group for the acceleration of technological research and use of the Sectoral Funds in the State of Bahia;

·       State CT&I policy and basis to create the Secretary of Sciences, Technology and Innovation.

·       Participation in the meetings of Regional Foresight in Dublin and Brussels, representing SEPLATEC.

C)    Director General of the Environmental Agency of Bahia (CRA – Center of Environmental Resources, 1989-1999).

·       Creator of the policy of sustainable development and environment with de-centralization of responsibilities, pioneer in Brazil, having been co-planner of the environmental sanitation projects named Bahia Azul and Prodetur.

·       Creator of the Technical Commissions of Environmental Guaranty, CTGA and Auto-Evaluation System for Environmental Licensing – ALA, which inspired the "Covenants" system adopted in Holland, allowing for the social support necessary to the enlargement of the Industrial Pole of Camaçari and implantation and operation of the pulp and paper poles of Bahia. Later on creation of the Forest Plantation Plan as a social and economic recovery plan for the Southwestern region of Bahia (Vitoria da Conquista).

D)   Bahiatursa, (1987 to 1988).

 

·       Technical and market advisor for the enlargement of the Conventions Center of Bahia, fair pavilion and hotel of conventional tourism, and reactivation of the Iemanjá Theater.

 

·       Technical advisor of the Secretary of Culture for the project to revitalize the Castro Alves Theater as a center of culture, leisure and tourism, in partnership with the private sector of Bahia.

 

·       Planning and founding of the Pilot Project in Bahia State, for the PRODETUR, later on adopted in national scale, as a public policy and infrastructure investment as environmental proactive measures to be deployed in valuable natural area tourism development, with social and economic development with reduction of the environmental depletion

 

E)   Cetrel S.A. Company of Environmental Protection (1988 to 1989).

·       Technical advisor specialized in sanitation and offshore  works.

·       Basic engineering for the final effluent treatment system of the Industrial Pole of Camaçari, supported by the project companies Combec-Bahia and Engineering Sciences – California.

 

F)   Entrepreneur of Civil and Foundations Engineering (1980 to 1987).

·       Founder of the engineering company Olivieri, Araújo, Suarez Engenheiros Associados Ltda.

·       Founder of Etco Engenharia Ltda, a company for special engineering, soils and foundation services.

 

G)       Construtora Norberto Odebrecht S.A – Comércio e Inustria, (1968 to 1980):

 

·       Director of Sanitation, Oil and Gas. Founder of the Offshore Special Construction Job Directorship and of  the Division of Mining Engineering.

·        Engineer responsible for the works of Petrobrás, SERES-Sea Water Treatment Plants, Usina  Siderúrgica da Bahia – USIBA/Gerdau.

·        Engineer responsible for the first Submarine Emissary of Brazil, integrated to the works of the first integrated system of sanitary drainage of Salvador, Bahia, afterwards completed by the Blue Bahia Program.

·        Negotiated and signed the first international contract of the engineering international jobs division (for the Hydroelectric Plant Charcani V, near the Misti volcano, in Arequipa, Peru.

·        Responsible for the copper mining and metallurgy  of Bahia, Caraiba Metais, including the excavation of the first automated deep mining pit in Brazil, at that time (Jaguary and Camaçari, both in Bahia).
